Miles Jacobson says about the new transfer system in an interview for videogamer.com
The Miles Jacobson’s FM 2009 announcement said that the transfer system in the game was written from the very beginning. So what sort of differences can be observed and how would this affect the game itself? Head of Sports Interactive explains.

Developers changed the shortlist manager’s script, which is responsible for all transfers carried out in the game. This small change in the code means that we will see far more transfers which will be reasonable – the most important change concerns the long-term loans, which will have the option of a definitive transfer and there will be more of them. Just as in the real world (see cases of Juan Roman Riquelme, Javier Saviola and in this transfer window - Andriy Shevchenko). The new system is supposed to be more flexible, more efficient and closer to the one in the reality… and of course it is supposed to give us more fun.
As the head of Sports Interactive have said: "The old one was already in use for such a long time that there was a need of a breeze of freshness." It is difficult to not agree with him.
